Investing in Skills (IIS) 2021 – 2027

Aid Scheme part-financed by the European Union

Investing in Skills is a scheme co-financed by the European Social Fund+ (ESF+), the Maltese Government and the Employers and falls under Malta’s Operational Programme ‘Fostering the socioeconomic wellbeing of society through the creation of opportunities for all and investment in human resources and skills’ for the 2021-2027 Programming Period.

Through this scheme, funds are granted to Employers to upskill their workforce. Employers can submit applications through the Jobsplus website which should be received at least 7 calendar days before the training starts.

Funds available under this call have a total budget of approximately €10 million which will be revised in future calls. The scheme is demand driven and grants will be provided on a first-come first-served basis.

What you’ll get:

A subsidy on training costs, wage costs and air travel during the training period.

Accredited training between MQF/EQF Levels 1- 5 and Non-Accredited training.

Are there any cappings?

The maximum contact hours that can be supported are 25 hours per trainee for non-accredited training. In the case of accredited training all the approved contact hours can be supported.

There is a capping of 10 trainees per group.

What are the rates for the IIS 2021 – 2027?*

Training Rate @ €30.15 Wage Rate @ €10.00. Air Travel costs will be based on the Erasmus Plus Grant Support rates. 7% of the eligible total is also added to compensate for overheads.

A co-financing rate of 50% (Large), 60% (Medium) or 70% (Small & Micro) is applied to the total eligible costs based on the size of the applicant.

*Rates will be reviewed annually to reflect increase in COLA and rate of Inflation.

Who can apply?

Eligible applicants cover all employers irrespective of their legal form with the exception of Public Entities, Government Departments, Local Councils and when the Government has majority (over 50%) shareholding in the applicant entity.  

What’s not eligible?*

Information Sessions, Meetings, Conferences, Seminars, Team Building Events and any training that is mandatory by law. Time Exams, Training Needs Analysis & Work Placements. Internal training and training that is delivered by entities where subcontracted trainees are deployed. In addition, funds cannot be awarded to any undertaking that is not financially sound.
